Egypt's labour unions are up in arms over a proposed law which aims to overhaul the civil service by not only cutting staff numbers, but also pegging promotions on performance evaluations, and not seniority. Anger over the proposed reforms have led to one of the biggest civil service protests in Egypt in recent times.
