Ethiopia's Harar, Ogaden and Tigray excluded from electoral vote

Voters in Tigray and two other regions in Ethiopia have been excluded from taking part in the country's parliamentary elections.
That's despite Prime Minister Abiy Ahmed declaring victory in the war between federal soldiers and Tigrayan fighters last November.
The electoral commission says the regions of Harar and those in Eastern Ethiopia need more time to prepare for the polls.
