The annual December migration to Lesotho will be slightly complicated this year. Confusion and contradictory information has landed many in jail. A special waiver issued by the Department of Home Affairs states that anyone whose permit has expired would not be penalised. This has however been met with mixed interpretations which resulted in incarcerations and hefty fines for some.
