Niger presidential election heads to February runoff

An historic presidential election, which was expected to end political instability in Niger, has failed to produce an outright winner.
None of the 30 hopefuls got more than 50 per cent of the votes.
It means there will be a runoff next month.
But many voters may stay away the second time around.
