World Rugby has announced that South Africa is the prefered candidate for the 2023 World Cup. This is a huge step towards bringing the event back to the country after a two-decade absence. Things could still change as the official vote of the World Rugby Council is still to come before the final announcement on the 15th of November. CGTN's Sias du Plessis has more from Johannesburg.
