Tanzania is lowering the cost of residency by three quarters for people from other East African countries, to attract more investment. It's part of the East Africa Community's plans to encourage free movement of labour across the region. But as Dan Ashby reports, Rwanda and Kenya have made it completely free for Tanzanians to work there
