Anger about the distribution of wealth is being blamed for the conflict in northern Mozambique.
The violence has killed at least 2,600 people since late 2017 and displaced close to 700,000.
The World Bank says the north-south regional divide could see fighting spread down the coast.
Al Jazeera's Haru Mutasa reports from Pemba, the capital of Cabo Delgado province.
